The Government Relations staff are the primary lobbyists for Scottsdale Healthcare and are charged with advancing the system advocacy priorities at the federal, state and local levels using a distributive model that includes executive staff, medical staff, board of directors and volunteer auxiliary. Because the healthcare industry is so heavily regulated and evolving daily, we have a team of dedicated professionals who meet regularly with representatives from the Federal Agencies, the United States Congress, the Arizona State Legislature, the Governor's Office, the Arizona Department of Health Services, and the City of Scottsdale.
Alan B. Kelly, Esq.
Senior Vice President and General Counsel
Alan B. Kelly joined Scottsdale Healthcare (SHC) in 2004, as General Counsel, Vice President in 2005 and became a Senior Vice President & General Counsel in 2007. His responsibilities encompass Legal, Risk Management, Corporate Compliance, Governmental Relations, Community Stewardship and Scottsdale Captive Insurance Company. He previously served for 14 years as Corporate Counsel for Virtua Health Systems in New Jersey and came to SHC from Thomas Jefferson University (Philadelphia, PA) where he was University Counsel for 9 years. He holds a Bachelor’s of Science Degree in Economics from the University of South Carolina, Masters Degree in Healthcare Administration and a Juris Doctor Degree from St. Louis University and finally, a Masters of Law in Trial Advocacy from Temple University. Mr. Kelly specializes in all areas of healthcare law including transactions, real estate, acquisitions, bond financing. Some of his professional affiliations include the American College of Healthcare Executives, American Bar Associate and National Health Lawyers Association. Mr. Kelly is a member of the Arizona, New York, New Jersey, Pennsylvania and District of Columbia Bars and to all Federal Courts within those jurisdictions.
Director, Government Relations
Michelle Pabis joined the Government Relations Department at Scottsdale Healthcare in October 2006. As Director, she is responsible for developing the advocacy agenda for the organization and promoting the interests of the hospital system at the federal, state and city levels. Michelle is also actively involved in representing the interests of Scottsdale Healthcare as a member of the Arizona Hospital and Healthcare Association Government Relations Council and public policy committees at the Arizona Chamber of Commerce, Greater Phoenix Chamber of Commerce and Scottsdale Chamber of Commerce. Prior to joining Scottsdale Healthcare, Michelle was the Arizona Government Relations Director for the American Cancer Society for five years and focused on legislation in the prevention, early detection and treatment of cancer. She helped write and lead the campaign to pass Proposition 201, Smoke-Free Arizona, in the 2006 election and helped Arizona become the first state in that nation to require skin cancer prevention instruction in grades k-8 with legislation in 2005. Michelle also has extensive experience in grassroots lobbying and managed volunteers in three states for the American Cancer Society prior to becoming Government Relations Director. Michelle has a Bachelor of Arts in Political Science from Arizona State University.
